Die Mitglieder von Plastics Europe investieren Milliarden Euro in die Bereitstellung von mehr hochwertigen recycelten Kunststoffen, 1,2 Millionen Tonnen bis 2025 und 3,4 Millionen Tonnen bis 2030. Die geplanten Investitionen reichen von 2,6 Milliarden Euro bis 2025 bis 7,2 Milliarden Euro bis 2030 in Europa.

Das sind keine kleinen Zahlen. Und sie zeigen, dass die Industrie das Signal verstanden hat: Der Markt für Rezyklate wächst, egal ob man ihn will oder nicht.


Warum die Ziele trotzdem in weiter Ferne liegen

Hier wird es unbequem, und das ist die Wahrheit, die viele Berichte auslassen.

Diese Rezyklateinsatzquoten sind aufgrund der mangelnden Verfügbarkeit geeigneter Rezyklate nicht realistisch. Deutsche Hersteller setzen bereits 369.000 Tonnen PCR-Rezyklat bei der Produktion von Kunststoffverpackungen ein. Das klingt nach viel. Ist es aber nicht, wenn man bedenkt, welche Mengen die Ziele für 2030 und 2040 verlangen.

Das Ziel, eine Million Tonnen Rezyklat einzusetzen, bedeutet mehr als eine Verdopplung des damaligen Niveaus. Dies ist in der Kürze der Zeit nach aktuellen Einschätzungen kaum noch zu erreichen. Erschwerend fällt die Transformation in einen Zeitraum, in welchem der Verpackungsverbrauch nachweislich zurückgeht. “Es war 2018 schon ambitioniert, aber dass die Herausforderungen über eine so lange Zeit doch so groß sind, war nicht abzusehen”, beurteilte Dr. Schmidt die Situation. “Trotzdem werden wir dieses Ziel nicht nach unten korrigieren.”

Das ist bemerkenswert ehrlich für eine Branchenorganisation. Und es zeigt, wo wir wirklich stehen.

Das Problem hat mehrere Schichten. Erstens: Rezyklat-Qualität ist nicht gleichmäßig. PET, HDPE und PP lassen sich vergleichsweise gut recyceln, während Verbundmaterialien problematisch sind. Strenge regulatorische Anforderungen, zum Beispiel im Lebensmittelkontakt, machen deutlich, warum der Recyclatanteil nicht von heute auf morgen maximiert werden kann.

Zweitens: Es gibt eine strukturelle Verfügbarkeitslücke. Sortieranlagen, Aufbereitungssysteme und Erfassungsinfrastruktur sind nicht überall gleich gut entwickelt. Diese Infrastruktur ist nicht gleichmäßig gut für alle Rohstoffe entwickelt. Es gibt Lücken, besonders bei kritischen Rohstoffen wie Lithium, Kobalt oder Seltenen Erden.

Und drittens: Der Markt für Rezyklate ist volatil. Wenn Rohölpreise fallen, wird frischer Kunststoff billiger als recycelter. Das untergräbt wirtschaftliche Anreize, auch wenn das politisch nicht gern gehört wird.


Welche Materialien sich besonders gut oder schlecht eignen

Nicht alle Materialien sind gleich, wenn es um den Recyclatanteil geht.

Aluminium und Stahl glänzen in dieser Kategorie. Metalle wie Aluminium oder Stahl können nahezu verlustfrei recycelt werden. Der Recyclatanteil ist hier oft besonders hoch. Aluminium lässt sich theoretisch unendlich oft einschmelzen, ohne Qualitätsverlust. Das ist ein enormer Vorteil.

Papier und Pappe haben ebenfalls gut funktionierende Kreisläufe. Altpapier ist gut verfügbar und etabliert im Recyclingprozess. Deutsche Haushalte sortieren Papier seit Jahrzehnten zuverlässig aus. Die Infrastruktur existiert. Die Qualität ist stabil.

Kunststoffe sind das große Problemfeld. Hier gilt: Je einfacher die Struktur, desto besser. Monomaterialien aus PET oder HDPE funktionieren gut. Mehrschichtverbunde, Klebstoffkaschierungen, bedruckte Folien mit speziellen Barriereschichten machen das Recycling wirtschaftlich unrentabel oder technisch unmöglich.

Glas ist interessant: Technisch gut recyclebar, aber durch das Gewicht entstehen Transportemissionen, die die CO2-Bilanz teilweise auffressen. Hier ist Nähe entscheidend.


Greenwashing beim Recyclatanteil erkennen und vermeiden

Das Thema Greenwashing ist beim Recyclatanteil besonders heikel, weil die Kennzahl auf dem Papier präzise wirkt, es aber nicht immer ist.

61 Prozent der Deutschen schätzen die Plastikeinträge in die Natur als bedrohlich ein. Dieser starke Wunsch nach Veränderung eröffnet Möglichkeiten für geschönte Marketingfloskeln bis hin zu Greenwashing.

Als Einkäufer oder Compliance-Verantwortlicher sollte man folgende Fragen immer stellen:

Handelt es sich um PCR oder PIR? Ist die Zertifizierung durch ISO 14021 oder DIN EN 15343 gedeckt? Kann der Lieferant die Rückverfolgbarkeit bis zur Sortierstufe belegen? Wurde der Recyclatanteil durch ein unabhängiges Audit bestätigt?

Recycelte Materialien können qualitative Schwankungen aufweisen, die Produkteigenschaften beeinträchtigen. Downcycling-Effekte reduzieren die Materialqualität bei jedem Recyclingzyklus. Unternehmen müssen daher robuste Qualitätssicherungssysteme implementieren und alternative Materialquellen vorhalten.

Das Umweltbundesamt selbst hat 2025 klargemacht, dass konkret gemessen wird, welcher Anteil der Verpackung für ein “zweites Leben” in werkstofftypischen Anwendungen zur Verfügung steht, also zu neuen Produkten verarbeitet wird. Dieser Output-Ansatz ist strenger als frühere Input-basierte Berechnungen.


Recyclatanteil und Produktdesign: Wo echte Veränderung beginnt

Wer glaubt, der Recyclatanteil sei allein das Problem der Entsorgungsindustrie, denkt zu kurz. Die größte Stellschraube liegt beim Produktdesign.

Ein oft unterschätzter Faktor ist das Produktdesign. Wer recyclinggerechte Produkte entwirft, erleichtert den späteren Einsatz von Rezyklaten.

In meiner Arbeit mit Nachhaltigkeitsteams habe ich erlebt, wie ein Wechsel von Mehrschichtfolien zu Monomaterial-Verpackungen aus PP nicht nur die Recyclingfähigkeit des Produkts steigerte, sondern gleichzeitig den Einkauf von PCR-Rezyklaten erst wirtschaftlich möglich machte. Die beiden Themen, Recyclingfähigkeit und Recyclatanteil, hängen untrennbar zusammen.

Design for Recycling ist kein Luxus. Es ist ab 2029 auch regulatorisch verpflichtend, denn die delegierten Rechtsakte zur Recyclingfähigkeit werden bis spätestens Januar 2029 erlassen und werden national die genauen Anforderungen und Berechnungsmethoden für die Recyclingfähigkeit festlegen.

Wer jetzt anfängt, sein Produktportfolio zu analysieren, hat einen echten Zeitvorteil.


Fazit: Der Recyclatanteil ist der ehrlichste Stresstest für Kreislaufwirtschaft

Der Recyclatanteil ist mehr als eine Kennzahl. Er ist ein Spiegel, der zeigt, wie ernst es ein Unternehmen mit Kreislaufwirtschaft wirklich meint. Und er ist ein Test für das gesamte System, von der Sortieranlage über die Aufbereitung bis zum Produktdesign.

Die gute Nachricht: Die Regulierung zwingt jetzt zur Klarheit. Die EU-Verpackungsverordnung 2025/40 setzt klare Mindeststandards. Unternehmen, die sich vorbereiten, schaffen echten Wettbewerbsvorteil. Unternehmen, die auf Greenwashing setzen, stehen vor wachsendem rechtlichem und Reputationsrisiko.

Die schlechte Nachricht: Die Lücke zwischen den gesetzlichen Zielen und der tatsächlich verfügbaren Menge hochwertiger Rezyklate ist real. Sie wird nicht allein durch Vorschriften geschlossen. Es braucht Investitionen in Sammlung, Sortierung und Aufbereitung, und es braucht Produktdesign, das Recycling nicht als Afterthought behandelt, sondern von Anfang an mitdenkt.

Meine Einschätzung nach Jahren in diesem Themenfeld: Der Recyclatanteil wird das nächste große Unterscheidungsmerkmal zwischen Marken werden, ähnlich wie es der CO2-Fußabdruck in den 2010er-Jahren war. Die Verbraucher werden lernen zu unterscheiden, und die Regulierung wird sie dabei unterstützen.

Was hilft: auf Zertifizierungen wie den Blauen Engel oder das EU Ecolabel achten, direkt beim Hersteller nach Materialnachweisen und Zertifizierungsnummern fragen, und Marken bevorzugen, die transparent über PCR- versus PIR-Anteile berichten.

Gilt ein hoher Recyclatanteil automatisch als umweltfreundlich? Nicht unbedingt. Vorteile sind geringerer Rohstoffverbrauch, CO2-Reduktion und regulatorische Konformität. Herausforderungen liegen in Materialqualität und Prüfpflichten. Ein hoher PIR-Anteil aus Produktionsabfällen ist weniger wertvoll als ein kleinerer, aber echter PCR-Anteil aus Haushaltsmüll.

Was bedeutet Massenbilanzverfahren im Kontext des Recyclatanteils? Das Massenbilanzverfahren erlaubt es, recycelte Materialmengen über komplexe Produktionsnetzwerke buchhalterisch zuzuordnen, ohne dass das physische Produkt tatsächlich recyceltes Material enthält. Ein wichtiger erster Schritt wäre eine transparente Berechnungsmethode für den Recyclatanteil. Das Massenbilanzverfahren sollte dafür auf keinen Fall zum Einsatz kommen, wie es die Lobby der chemischen Recycler fordert.

Was passiert bei Nichteinhaltung der EU-Recyclatquoten ab 2030? Erfüllen Unternehmen die vorgeschriebenen Mindestquoten nicht, können sie mit Verkaufsverboten konfrontiert werden. Das betrifft nicht nur Hersteller, sondern potenziell auch Händler, die entsprechende Produkte in der EU in Verkehr bringen.
